I'll start out by saying that if the manufacturer of the vehicle states a 220-lbs tongue weight limit, then that is the safe limit they've tested for the frame; there may be other items at the rear of your coach that will also put stress on this portion of the frame. You will always be limited by the lowest rated component in any hitch/vehicle/accessory combo and in this case the vehicle's frame can only handle 220-lbs of tongue weight, so what the hitch is rated for won't matter.

From the hitch pin of the Thule # TH9037 to the very top measures 4.3 inches and for the Kuat # PVP20B the same dimension is 5-3/16 inches so it would have a little less rear door clearance. view full answer...
The Roadmaster Hitch Mounted Spare Tire Carrier # RM-195225 pivots down 90-degrees as shown in the photo, but specific rear door clearance on your RV would depend on several factors so we cannot guarantee your rear doors would still be able to open. The things that matter are the tire size on the RV and of course the spare, the hitch height and the RV's own stance above ground, which is a function of the total load in it.

I recommend the Kuat NV 2.0 Base Bike Rack for 4 Bikes # BA22B-BA02B which is capable of supporting up to 40 pounds each for 4 bikes, or 60 pounds each for 2 bikes.
To achieve the clearance needed, you will need to use the Kuat Pivot 2 Swing Away Hitch Extender for Bike Racks # PVP20B in conjunction. This will allow you to pivot your rack up to 120° away, giving you plenty of clearance. view full answer...
The Thule Elite Van XT 2 Bike Rack for Ram ProMaster Rear Door part # TH302013 is an excellent option for a 2018 Ram Promaster Van. That said, it is designed to be used with the factory rear windows. Therefore, you would not be able to open the rear windows unless you were to first remove the rack portion but you could still leave the track installed. view full answer...
