I'd check the ground for the tail light converter # C56196 as well as the ground for the lights. Are the lights on the trailer LED? If so you'll need to install resistors # TK32VR for each circuit for this converter to be compatible. In order to determine whether or not the CE Smith Trailer Hub Assembly part # CE13511 will fit your trailer, I would need to know the bearing numbers/measurements and the grease seal numbers/measurements on the trailer hubs you have now. Yes, there are trailer couplers that have a greater distance between the center of the coupler where the ball sits to the center of the jack tube hole. However, this is not really by design for this exact purpose and I am not sure it would get you the extra clearance you need to lower your tailgate without hitting the tongue jack.
