  Both the current Hullavator Pro # TH898 and the older model, part 897XT that you have, require the crossbars to overhang the feet of the roof rack by 4" - 8" for their to be enough clearance to lower the carrier without making contact with any given vehicle.   The Thule # TH898 Hullavator Pro can be installed on Aero cross bars on a Tesla Model 3 as long as the cross bars extend past the mounting feet by 4 inches to 8 inches, and the cross bars are separated by at least 24".
