According to the owners manual for your 2008 Ford Focus SE with automatic transmission, the vehicle cannot be flat towed. But it can be dolly towed using a tow dolly, # RM-2050-1.
I could not find any information on flat towing for the 1998 Toyota RAV4 in its owners manual. A local Toyota dealer/technician may have more information for that vehicle.
If you needed to tow one of these vehicles today, go with the Focus using a tow dolly since I cannot confirm if the RAV4 can be flat towed or not.
