Question:
Will this bag work if you only have side rails and no cross bars on the roof rack?

You could attach the Thule cargo bag, # TH869 to the side rails only but it is not recommended for this bag. The reason is because during starts and stops, the bag can move forward and backwards and it can damage the roof of the vehicle.
What I recommend is a bag that can be used with or without any type of roof rack. Take a look at the cargo bag, # RL100S30. This bag can be attached to the roof safely even without crossbars or rails. Make sure that the bottom of the bag and the top of the roof are clean and free of any debris to avoid scratches on the roof.
We always recommend you clean the roof of the vehicle you put a cargo bag on. You may also be interested in purchasing a Non-Skid Roof Protection Pad part # RL100650 for additional protection.

Do you have a recommendation for a cargo bag that can attach to flush siderails (but without crossbars)?
