Can this regulator be mounted below the top of the tank??

Yes the Camco Vertical 2-Stage Propane Regulator part # CAM59313 can be mounted at the top of the tank or anywhere along the line that you need it for your application. Keep in mind it should be mounted vertically however to operate properly.
