I have 2 possible solutions for you. First, if the mobility chair footprint is less than 32 inches by 48 inches and weighs under 400 pounds, you could use a different carrier. Take a look at the Pro Series Steel Solo Cargo Carrier and Folding Ramp, # PS10401-10402, for 2 inch trailer hitches.
This carrier has a ramp to load the chair and it also has a shank with a 4 inch rise. This keeps the platform a little higher than a straight shank carrier. I have included a link to the installation details and a link to a video review for you.
Another option would be to use the Curt Multipurpose Ball Mount, # D210. Insert your existing carrier into the receiver portion that has a 4-3/4 inch rise. It has a 350 pound tongue weight capacity for the receiver portion of the ball mount and fits in a 2 inch trailer hitch receiver.
