To answer your first question, the tow hooks are removed when installing base plates and cannot be re-installed because the mounting holes for the tow hooks are used for the base plates. You could remove the base plates and then re-install the tow hooks but that would certainly be a hassle. And, red Loctite is used on the bolts so removing them would be very difficult.

Your second question depends on the tow bar you have for your Jeep. There are several different tow bars and base plates out there so I would need to first know the year of your Jeep and then the model Blue Ox tow bar you have, and whether you plan on using Blue Ox or Roadmaster base plates.

If you want to let me know your vehicle year and the model tow bar you have I can make some recommendations that will work for you.

If your Cherokee Trailhawk has 4 wheel drive or the Active Drive II system, to maintain the vehicle's stable steering while being flat towed you will want to install the Mopar accessory kit 68321424AB, available from your Jeep dealer. This kit will prevent the Cherokee's steering from shaking while being flat towed.
