needing winches for 3 public outdoor sand volleyball courts. Concerned about weather here in the NW and possible braking.

If you will have a minimum of 50 pounds load on the winch then you can use Dutton-Lainson brake winch # DL14934. It has a zinc TUFFPLATE finish so it is corrosion resistant. It can be used with a cable, such as # DL24045 or a strap such as # DL24249. I have linked a video review of this winch for you.
If the load is going to be less than 50 pounds then another option is a worm gear winch such as # DL11011. Worm gear winches are great for more control over the position of the load. As such they are very slow. But with this winch you could use a power drill with a socket attachment to speed things up. This winch can only be used with a cable.
