Can the caster be adjusted for toe-in etc as they wear?

When installing the Timbren Axle-Less Trailer Suspension System with Hubs # A12WS545 referenced in your question, the toe-in will need to be set. However, the system does include shims that will allow you to adjust the camber as needed. I have attached an installation video on this product for you to check out. Right around the 4 minute mark you can see this feature explained.
This is a great axle-less suspension system with a weight capacity of 1,200 pounds and a bolt pattern of 5 on 4-1/2 inches. The hubs will include the # L44610 inner and outer bearings, as well as the races and seals.
