Any lock, no matter how robust or complicated, can be defeated. The mere presence of a lock and/or the fact that specialty tools would be required to defeat a lock would mean that a would-be thief would likely move on to an easier target.
The Street Cuff lock # 8290DPS does its job well and the likelihood of a thief walking around with bolt cutters or similar tools is very low making the security of this lock high.
An even more secure option is a disc brake lock. We have a 3 inch disc brake lock, # 8304DPS, and a 2 inch, # 8303DPS. I have included a link to a video review of a disc brake lock for you.
