What are the laws, in different States, regarding a Hitch Rack or Hitch Bike Rake blocking the License Plate? How do Persons fix any such problems?

Typically a bike rack will not completely obscure a vehicle's rear plates, and in our customers' collective experience this has not been an issue for law enforcement. On the other hand, a fully-loaded cargo carrier WILL likely block a rear plate entirely and this might be an issue.
I suggest you contact the State Police or Highway Patrol in the states in which you will be travelling and simply ask them about this concern. In states that do not require a front plate, there may be greater sensitivity to the rear plate being obscured.
