Since the brake lights and turn signals are combined on the same circuit, one for each side (3 oclock and 9 oclock pins) the right turn signal not working on the 7-Way is a little strange but not without precedent.
It is likely a ground issue. Make sure that the white ground wire on adapter # 30717 is attached to a clean and corrosion free bare metal surface. Also, make sure the vehicle side 4-Way is clean and free of corrosion as well.
Since the turn signal functions on the 4-Way it is most likely a ground causing the problem.
