The best option I could recommend for you to carry bikes with your 2011 Toyota RAV4 would be to first install a hitch and then use a hitch mounted bike rack.
First you will need to start with a hitch, for that I would recommend the Curt Hitch part # C12108. Hitches are great because not only will you be able to carry your bikes, but now you could do some light towing if needed.
