If a Hitch Isn't Rated for Weight Distribution Does that Mean the Vehicle Isn't Either

It says here that a weight distribution hitch is not recommended for it! Is that because of the hitch itself or because of the car?

Typically if a hitch isn't rated for weight distribution that also means the vehicle isn't rated for it either. You can check your owners manual to confirm this.
If a vehicle wasn't rated for a WD system Curt wouldn't be able to safely test a WD system on that vehicle with their hitch so the two usually go hand in hand.
The Curt Hitch part # C13128 that you referenced is not rated for a WD system so chances are your vehicle isn't either.
