Question:
Will this work with a recessed ball on a steel flatbed

Hey KP.
It depends on the clearance you have around the recessed ball. I'm unfortunately not finding anything from Curt that explicitly states clearance requirements for your situation. As long as the coupler fully seats and latches onto the ball and the surrounding pocket leaves room for the # C44HB to move around without contacting the bed then it will work.
I recommend taking a look at the Shocker # SHK23MR as this pin box will accept a deeper recess. The top of the ball can be no more than 2" below the flatbed surface, and the opening has to be 12" x 12". This also has a comparable cushioning system like the Curt with adjustable air bags and cushioned bumpers.
What are you towing with your new pin box?
