does this kit work for a 2014 dodge 5foot 7foot short box? Will it require drilling frame or use existing holes?

The only fifth wheel bracket and rail kit I can recommend for you 2014 Ram 1500 with a 5-1/2 ft bed is the Reese Rail Kit part # RP30035-386. This rail kit will require some drilling for installation.
The part # RP56001 that you referenced is designed for GM vehicles so it would not work for you.
