The Draw Tite Hitch part # 41906 that you referenced would be an excellent hitch for your 1999 Ford Super Duty van with a step bumper. I checked with Draw Tite and it is compatible. While this is a Class IV hitch it does have impressive capacities:

Maximum gross trailer weight: 10,000 lbs
Maximum GTW when used with weight distribution: 12,000 lbs
Maximum tongue weight: 1,000 lbs
Maximum TW when used with weight distribution: 1,200 lbs

For trailer wiring you would wan the Tow Ready Harness part # 118344.

For ball mounts I recommend the etrailer Ball Mount Kit # 989900. It comes with 2 ball mounts, 2 balls, a hitch pin with clip, and a carrying bag.
