I cant seem to search for a towing wiring harness for a 2021 Rav4 hybrid XLE.

I think we are having an issue with our fitguide as you are not the first person to have issues finding parts for a RAV4 Hybrid. I will bring that to our fitguide team's attention so it gets fixed.
With that said, we have two options for your 2021 Toyota RAV4 Hybrid:
Tekonsha T-One Vehicle Wiring Harness with 4-Pole Flat Trailer Connector # 118801
Curt T-Connector Vehicle Wiring Harness with 4-Pole Flat Trailer Connector # C56434
Both of these will fit all versions of RAV4, including your hybrid, but I would go with the Tekonsha option. I have found their wiring harnesses to be the most reliable and long lived, so theirs is the one to get.
