Why is the Stealth Hitches Hidden Trailer Hitch Receiver Tongue Weight Lower for the Receiver?

Why is the TW rating lower with the receiver tube and why can’t it be used to tow?

The Stealth Hitches Hidden Trailer Hitch Receiver w/ Towing Kit # SH37FRT for your 2019 Porsche Cayenne has a lower tongue weight rating for the 2" receiver because it was only designed to be used for accessories like a bike rack or cargo carrier.
I don't have a reason why it can't be used for towing other than Stealth Hitches says it isn't tested or rated for that, so their ball mount has to be used for towing.
Are you mainly looking to use this for towing, or for hauling accessories?

Towing. I’m guessing it’s either the slop that a receiver has or they’re worried about someone putting a really long hitch into the receiver. I have both and the bar can’t be stronger.
