Are these bulbs sealed so they would work in a boat trailer?

For a similar LED light as the CIPA EVO light part # CM93236 that you referenced that is submersible and would be great for a boat trailer I would recommend the Uni-Lite Mini LED Side Marker/Clearance Light w/ Grommet part # MCL11CAKB. This is flush mount light.
Another option that is a surface mount would be the Sealed, Mini LED Marker, Clearance or Identification Light # MCL13CR2B.
The # CM93236 is designed to fit into a vehicle bulb socket, so not only would it not be submersible it would not install easily onto a boat trailer.
