Yes, you can get the Yakima BaseLine Roof Rack for Naked Roofs # Y64PJ without the crossbars, you'll just need to order each component separately:
BaseLine Towers for Yakima Crossbars # Y28TR
RoundBar SL Adapter # Y03536
BaseClip Fit Kit # Y06130 (front clips)
BaseClip Fit Kit # Y06132 (rear clips)
