On the hitch cargo racks-when it lists the length as 48” is that inside Or Outside measurements? Need to carry something that is 48” long and need it To fit flat.

Hey Georgia,
The outside dimensions of the 32x48 Reese Solo Cargo Carrier # PS1040100 are 48" long x 32" wide x 3" tall and the inside dimensions are 47-3/4" long x 31-3/4" wide x 2-3/4" deep. Since your item is 48" long you'd need to go up to a larger size carrier like the 23x59 Stromberg Carlson Cargo Carrier # CC-100 in order to fit it. What is the width that you're needing? I might have a better fit for you.
