The Curt Front Hitch # 31408 for 2003 Jeep Wrangler that you referenced is a correct fit for your vehicle so long as it does not have a tube style bumper. The plastic shield may require some trimming.

As you note, the Agri-Cover SnowSport Snowplow for 2-Inch Hitches, part # SS48GV, does require that the bottom of the 2-inch hitch receiver tube into which it will be installed sit between 8 - 16 inches above ground level.

I examined the hitch to determine how far above the mounting flange the bottom of the receiver tube is. That measurement is 1-inch. So, you can simply measure the distance from the ground to the top of your front bumper surface where the hitch will mount and add 1-inch to that. You will then know where the bottom the receiver tube will sit once installed. As long as it falls in the 8 - 16-inch range required for the plow, then these two items will fit together properly on your Jeep.
