Compatible with Draw-Tite DT-51146 on a 2006 Toyota Tacoma? This hitch has not yet been installed on the truck so I am unable to measure how far the hitch protrudes.

The trailer hitch you mentioned, 51146, has the same pin hole to rear bumper measurements as Draw-Tite hitch # 75236. When we installed the hitch on a 2007 Toyota Tacoma the bumper clearance measurement was 4 inches from the center of the hitch pin hole. It will be very close to that on your 2006 Tacoma with hitch 51146 installed.
On the Swagman Semi, # S64686, it measures 12 inches from the center of the hitch pin hole to the nearest part of the carrier when in the down position. When folded up it measures only 3 inches so it will not fit when folded up.
