Would like to set up a bike rack for two bikes. Please advise on parts that would work for us.. One mens, one female bike. Who installs the hitch 24877.a VW dealer? Is it welded?

I have a hitch that will fit your 2006 Volkswagen New Beetle, but the Draw-Tite part # 24877 that you referenced is designed for newer Beetles than what you have so I would not recommend it for you.
You would want the Draw-Tite Trailer Hitch # 24679. This is a Class I hitch that could carry your two bikes easily. I attached an install video for you to check out. Anybody with a decent mechanical inclination could install this hitch. There is no welding required, if you are uncomfortable installing the hitch a local mechanic would have no problem installing the hitch. It wouldn't have to be a VW dealer.
