I have 2015 land rover evoque that I want to put on a.trailer hitch and Hollywood bike rack. Is there a pin that can be locked so the bike rack cant be taken?

Hey Michael, for your 2015 Land Rover Evoque you can use the Curt Trailer Hitch Receiver # C13128. This hitch has a max weight capacity of 4,000 lbs, a max tongue weight of 600 lbs, and has a 2" class III receiver so you can use a Hollywood bike rack like the Hollywood Racks Sport Rider SE Bike Rack for 2 Electric Bikes # HLY84FR.
It's also recommended that you use a cam buckle stabilizing straps # 18050 to support the load from the bike rack. Finally for locking hitch pin you can use the Curt Trailer Hitch Receiver Lock # C72KR.
