The instructions show they fit up to year 2017 4Runner Limited. These wont work on 2023 Limited?

Yes, the 4" Westin PRO TRAXX Oval Nerf Bars # 21-23585 will fit your 2023 Toyota 4Runner Limited. Any instructions on our site are a direct reflection of what the manufacturer has listed on their end, and while Westin does show this kit to fit your vehicle, for whatever reason they haven't updated the instructions to include some of the newer model years as well (as of September 2023).
I'm sure that will change in the future, but for now you can feel confident that this has been confirmed to fit newer models - we even have a handful of reviews where people show photos of this installed on the 2022 model.
