Will this fit on a factory roof rack for a 1998 Volvo S70?

As long as the crossbars on your 1998 Volvo S70 aren't wider than 3-3/8 inches the Swagman Fork Down Roof Mounted Bike Carrier # S64710 that you referenced should work very well for you.
