Will the hitch part # 75096 fit a 2000 Ford F150 6 cylinder 4.2L rear wheel drive with full size spare P255-70R16?

There is a Draw Tite hitch available for your 2000 Ford F-150, but the Draw Tite Hitch part # 75096 that you referenced is designed to fit Ford Explorers and would not work for you.
For your vehicle I would recommend the Draw Tite Hitch part # 75740. This hitch is compatible with your full sized spare too. I attached a picture of this hitch installed with the full sized spare in place as well as an install video and installation instructions for you to check out.
