Question:
my Curt discovery break controller shows OL when either pressing the break pedal or on the manual mode with the trailer connected or not connected

The OL error indicates an overload but since it's happening all the time basically that would indicate the controller has an internal problem and most likely needs to be replaced. Try unplugging it and plugging it back in and maybe a hard reset will get you going again but most likely it's time for a new controller like the much more reliable P2 part # 90885.
