On a 2023 Tesla Model Y, I plan on carry 2 E-Bikes 56# each with a bike rack weighing 63#. The Draw-Tite hitch receiver says it has a 525# tongue weight. But what about vertical load? The Tesla manual talks about max support vertical loads of up to 160 pounds for cargo carrying. Thanks

The tongue weight rating of a hitch is the same thing as it's vertical load limit. But sometimes hitches are made for vehicles and they end up having more capacity than the vehicle like in this case with the Draw Tite hitch # DT58MR which fits your 2023 Tesla Model Y. So you'd be limited to carrying up to 160 lbs.
For an e-bike rack the Thule EasyFold XT part # TH903202 is a really nice rack. It's not too heavy, works with the alernative frame styles of e-bikes and also comes with a ramp that pulls out.
