Can the Progressive Dynamics PD9100L be connected directly to the DC distribution panel to provide power instead of battery charging?

Yes, the Progressive Dynamics PD9100L Series Battery Converter Charger # PD9160ALV can be used without a battery to power your 12v loads.
I was able to find in the instruction where it says "The INTELI-POWER series of converters are designed for use
with a battery; however, filtered DC voltage can power sensitive electronics without the need for a battery or other
filtering." It also says "9100 / 9100L/9100AL - The full rated load is available for load, battery charging or both."
So you can absolutely use the Progressive Dynamics PD9100L Series Battery Converter Charger # PD9160ALV to provide DC power instead of charging a battery. Although it is a good idea to have batteries available as back-ups or if you are somewhere without shore power/generator.
