can I use this replacement kit for a fulton spare tire mount underside .

If you have the Fulton Hi-Mount Spare Tire Carrier part # FSTC1000301 then yes, you can use the Replacement Mounting Hardware for Fulton Jacks part # F500286 as they both use the same hardware and brackets. The kit will allow you to install the carrier on a frame size up to 3" x 5".
If you have a different spare tire carrier please let me know what that is and I'd be glad to see if we have other hardware and brackets for this.
