To get the old Trailer Coupler Lock # 63228 off you're going to need to drill out the lock core to be able to get it to release from the trailer coupler. This won't be a super easy process, but is the only way. There are lubes available for drill bits to help prevent overheating and dulling of the drill bit, so I recommend picking some up from your local hardware store.
