Otherwise, if your cargo box won't work due to not having a locking system then there is no other alternative, you will need a new cargo box, like the Trunx Rooftop Cargo Carrier # TRX44FR or Thule Sidekick Roof Mounted Cargo Carrier Box # TH78GC.
