If the P2 brake controller, # 90885, is not wired into your 2003 Chevy Avalanche correctly the most it could do is activate the brake lights. Vehicles have hydraulic brakes, not electric which is what the brake controller controls. It is possible that there is some electric ABS system that could somehow cause this issue. If it was receiving power somehow from the brake controller I suppose it is possible it could do something to the vehicle brakes.
Make sure that the brake controller wiring harness end that plugs into the port on the truck looks like the one pictured (# 3015-P). If the wires are in different locations than what is pictured you will need to move them to the correct locations.
If you disconnect the controller and the problem stops then that is an indication that it is the brake controller. But if it happens with or without the controller plugged in then that indicates a problem with the vehicle and you will need to have the brakes inspected because locking up the brakes can be dangerous.
