The Rhino-Rack Spare Wheel Tie-Down Strap for Pioneer Platform Rack part # RRRSWS is designed to be used with the Rhino-Rack Pioneer Platform Rack. That said, they are essentially just ratchet straps which measure 51-3/16" long (each) so you should have no issues using this with any rooftop cargo basket. If the spare tire fits inside the basket then this tie-down kit should allow you to secure it.
