2008 Toyota Tundra 4 wire trailer plug has constant power to the taillights with nothing turned on.

If you have a factory 4-way on your 2008 Toyota Tundra you will likely have a short in the factory wiring. You should have a connector like the Hopkins Plug-In Simple Vehicle Wiring Harness # HM11141835 which you can remove to verify if the short is on the factory harness. A Test Light # PTW2993 can be used to check the wiring for shorts and test the pins for the 4-way harness on the factory side of the main harness.
Otherwise you likely have a harness like the Vehicle Wiring Harness Kit # C59496. This is simple to test as you can check the input side of the wiring to verify if it is getting signal and causing power to go to the tail lights on your trailer. As long as you do not have power on the input wires and power coming out the 4-way you know the module is bad and needs replaced.
