I have a 2020 Dura star, there are two kits listed, what is meant by with on spot chainsinch and without on spot chains.?

OnSpot Chains are a special tire chain system for snowy weather (pictured below). Basically the sway bar is going to need the same space for mounting as the OnSpot chains so they can't be used together with the # RM-1179-110-00 you were looking at.
If you have OnSpot chains on your 2020 International Trucks DuraStar then you'll want the Roadmaster Rear Anti-Sway Bar # RM-1179-110.
If you don't have OnSpot chains on your 2020 International Trucks DuraStar then you'll want the Roadmaster Rear Anti-Sway Bar and Axle Plate # RM-1179-110-00.
