4-pole wiring like the Hopkins Wiring Harness with 4-Pole Flat Trailer Connector # HM38138 can technically be submerged underwater but you would want to ensure that the connections are all waterproofed with heat-shrink butt connectors, like # DW05744-10, for the bare wires and some Dielectric Grease # 11755 on the 4-Pole connectors.
