Can Lippert Jack-It Bike Rack Install Over Bolts that Secure Coupler to Trailer

Question:

Other than the bolts for the tongue jack there are 4 others on my tongue holding it together. See picture I have to mount the Jack it base over those. Would that be acceptable?

We had a customer who installed the Lippert Jack-It part # LC429756 over a set of bolts on their coupler like what you sent in a picture of and as long as the bolts are torqued down you'd not have any issues.
