We use our hitch for a cargo bag to the back which is 52 x 20 inches. We want to know if we can add the LC731238 bike rack over the tongue so we can travel with our bikes

I have a solution for you, I have linked a part below that will work in this situation:
**Hollywood Racks Sport Rider SE2 Bike Rack w/ Cargo Carrier for 2 Bikes - 2" Hitches # HR1450Z-85.
The part you are trying to pair with you unit is going to be a little out of place. Looking at your pic I do not think it will fit properly and it would put to much stress on the cargo carrier. It just isn't designed for this application.
I do however, recommend getting the Hollywood Racks unit linked above, as you can see it is a combination of what you are looking for. It can hold two 50 pound bikes(100 pounds) and 100 pounds of cargo. If you want to use the cargo carrier alone it will hold 220 pounds.
