For your 2021 Toyota RAV4 hybrid the Curt hitch part # C13416 is a confirmed fit and would be a great choice to carry a bike rack. It has great towing capacities and also only has the hitch opening visible under the rear bumper so it's mostly hidden as well.
Then for a bike rack the Hollywood Racks Trail Rider part # HR200Z would be a great choice that's well made and also very stable in the hitch it's installed in.
