You definitely have a lot of options that are substantially less than what your husband was quoted to have a quality roof rack for your 2013 Kia Soul with a naked roof.

The first roof rack system I would recommend would be the Thule Square Load Bar System # THLB50. These square bars can hold just about any roof top accessory on the market and are made in the USA, and are constructed of galvanized steel. I have attached a brief video of this system on a 2013 Kia Soul.

If you would like a bit more aerodynamic feature, Thule offers Fairing # TH8702 which will cut your wind noise.

The other roof rack I recommend is the Thule AeroBlade # THARB53. These bars are super quiet, lightweight aluminum and can accommodate either clamp-on or T-slotted roof-mounted accessories. I have also attached a video of these on a 2012 Kia Soul.

In order to build a complete system for the Thule Square Load Bars it consist of 1 set # THLB50 (load bars), 1 set # TH480 (foot pack), and 1 # THKIT1524 (fit kit).

In order to build a complete system for the Thule AeroBlade it consist of 1 set # THARB53 (aero bars), 1 set # TH480R (foot pack), and 1 # THKIT1524 (fit kit).

Thule also offers locking system # TH544 (that will fit either crossbar option) for when your vehicle is unattended.

In order to save some money, you and your husband can assemble these systems in a relatively short period of time. One consideration when using a roof-rack is the weight capacity of your roof. The weight capacity will be in your Kia owners manual.

After you have your roof-rack system in place your world then opens up tenfold as to accessories you can carry such as bikes, cargo carriers, cargo baskets, kayaks, and so on. I have attached a couple links of optional accessories.
