For your application I recommend checking out the Thule Motion XT Rooftop Cargo Box - 16 cu ft - Black Glossy # TH629706. This has 69" long x 31-1/2" wide x 15" tall interior dimensions and according to my research the standard golf bag is 50" tall (including the clubs) and has a 10" - 13" diameter depending on the design. The 16 cu ft Motion XT gives you a box that can accommodate that size golf bag but isn't overly large either.

I recommend checking the height and diameter of your golf bag just to make sure this will work for you. I've attached a review video for you to reference as well.

If you don't already have a roof rack I recommend using the Thule WingBar Evo system because it looks sleek as well and is very easy to use/install. The correct parts depends on if your 2019 Mini Clubman has the flush rails or a naked roof:
