Yes! I confirmed with my tech at Hollywood Racks that you can use the Hollywood Racks Sport Rider Bike Rack for 2 Recumbent Bikes - 1-1/4" and 2" Hitches # HR1000Z-R with a recumbent bike and a standard e-bike at the same time. However, it is important to make sure that the e-bike does not exceed the 50-pound weight capacity of the rack.

Small follow on question. If the bike carrier had just one bike, say a heavier E-bike that weighed 70 pounds but no other bike on it, can the rack handle that weight?

If a rack has a per-bike weight rating like the 50-pound rating on the # HR1000Z-R, that capacity is unfortunately not increased if there is a single bike loaded. With that being said, a single 70-pound bike still exceeds the required capacity. If you are looking for the best solution to this issue, I recommend mounting your recumbent bike on your roof with the Thule Tandem Roof Mounted Bike Rack - Pivoting Design - for Tandem/Recumbent Bikes # TH558P and using a higher weight capacity rack on the hitch. For the hitch rack, I recommend the Swagman E-Spec Bike Rack for 2 Electric Bikes - 2" Hitches # S94FR. The E-Spec comes with an impressive 70 pound per-bike weight capacity. If you happen to have tires between 3 and 5 inches wide, you also need the fat tire cradles # S64679. Also, in order to mount women's bikes or step-thru bikes, you need a bike frame adapter bar # 64005. This adapter provides your bikes with a straight, horizontal plane to attach to the ratcheting hooks of the E-Spec. In order to mount the # TH558P, you need a square crossbar system.
