The EcoHitch # 306-X7192 is easily the best hitch for your '13 Prius v for a number of reasons; it has the best ground clearance, the best bumper clearance, has a completely hidden crosstube so only the receiver shows, and is the only hitch for your Prius v with a 2 inch receiver, which opens up the options for a bike rack.
That said, the EcoHitch is the more premium option for a hitch, so if budget is the most crucial factor, then the next best hitch is the Draw-Tite Sportframe Trailer Hitch Receiver # 24847.
The # 24847 has lesser clearances, has a 1-1/ inch receiver, and is Class I rated, which means it requires a Class I rated bike rack, and for that the best option for a platform rack that will work for your vehicle is the Swagman Chinook Bike Rack # S64683.
