My RV was not wired for signals, Heat or Adjustment will thesemirror still fit?

Yes the K-Source Custom Extendable Towing Mirror # KS61068F will work on your 1999 Ford Econoline that was built on a cab and chassis model. You just wouldn't gain the functions you mentioned that you don't have now but aside form that it would work fine.
