Can I get a base rail kit for my little rocker RBW hitch in my new truck? 2013 ext cab 66foot bed

The Reese Quick-Install Custom Base Rails and Installation Kit # RP50064-58 that you referenced has been confirmed by Reese to work in your 2013 Chevy Silverado 1500 with a 5-1/2 foot bed. The rails of this kit should also work well with your RBW Lil Rocker 5th wheel hitch.
You should note that since your bed is so short you will need to use a Sidewinder in order to make 90 degree turns. Check out the Sidewinder FAQ article I attached also.
